Code for all is the network that supports cross-talk between all the "Code for *" players in each country. They have an open slack where ppl would DEFINiTELY know where to point you, or if anyone in your country/region has ever expressed interest in starting a group. Good luck! Make an intro in there
Another option is to just trying to find a local g0v-like domain for your area, and see if anyone in your area is also excited by the "shadow government" approach to building things. Use the same branding, since g0v is an open brand :)
