此外也建議說，是不是這個做過檢查的人可以有什麼記號或是什麼標記的（像FB的災難發生時的安全回報登陸），這樣可以秀出來說其實跟通報值相比安全無虞。
目前可能不打算做這個功能，一來，畢竟這個工具的目的是「幫助使用者檢查」，最後的判斷還是要交給使用者。二來，我們的原則是使用者資料都在本地端，這會造成我們很難阻止使用者作弊（跳過檢查、用假資料檢查等等）；因此由我們發出所謂的「安全標記」其實沒有太大的意義

@howar31 好問題。我稍微查了一下，Javascript 好像沒辦法去讀取剛剛下載的檔案，尤其是這種 cross-site 的情況下。要不然會有安全性的問題（比方說我偷開一個 iframe 去下載你 server 中的資料，然後再上傳）。
如果有方法的話，能夠改進 UX 當然是最好。

survey 了一下 Google Maps History 主要針對私人使用，並沒有提供共享或 API 存取，看來目前實作的方法已經是最佳解 (*´∀`)

我們目前的解決方式是同樣的時間區間，在附近多標幾個座標點來增加覆蓋率（一個點大概可以覆蓋半徑 100 公尺）。不過這就是要在偽陰性和偽陽性之間取捨。

hmm 真有趣，英文描述和中文有點微妙的不同，中文因為時態比較不明顯，15:09 的敘述也可以理解為 "on the train going to Taipei Main Station" ，因為時間上要解釋成 "Train arrived at Taipei Main Station" 確實不合理
但是這只能靠 CDC 給出更精確的時間或解釋了

在 google map 上查樹林到台北車站周一時刻表的話，可以找到區間車1208車次。3:11 — 3:30。大致上能符合前圖當中 15:09 與 15:42 的兩項描述的時間。 (釋為：於 15:09 上車,。於 15:42 在台北地下街)
時間倒推回 15:07 ，比較合理的解釋法可能是「於 15:07 到樹林火車站，在那之前 是在公車上」

我們也糾結了很久，畢竟 CDC 的資料本身就有模糊性。最後的決定點是把範圍擴大一點，畢竟我們的目的是為了提高 awareness，如果有接觸的可能，出現症狀能早點就醫。

hmm 真有趣，英文描述和中文有點微妙的不同，中文因為時態比較不明顯，15:09 的敘述也可以理解為 "on the train going to Taipei Main Station" ，因為時間上要解釋成 "Train arrived at Taipei Main Station" 確實不合理
但是這只能靠 CDC 給出更精確的時間或解釋了

在 google map 上查樹林到台北車站周一時刻表的話，可以找到區間車1208車次。3:11 — 3:30。大致上能符合前圖當中 15:09 與 15:42 的兩項描述的時間。 (釋為：於 15:09 上車,。於 15:42 在台北地下街)

更好的是 CDC 自己出 KML，時間的標記可以參考我們的 #!metadata 的註解。或是直接用病患的定位紀錄，但是要移除可識別的資料。

@siaoyaoyo 我們正在著手一個簡單的 app ，定時記錄使用者位置，但是只存在 local 端，不上傳到伺服器。這樣沒有隱私的問題。
在政府有新資料的時候，可以比對本地的過去記錄，有的話就自動跳出提醒。一舉解決現在 UX 上面的問題。

@howar31 好問題。我稍微查了一下，Javascript 好像沒辦法去讀取剛剛下載的檔案，尤其是這種 cross-site 的情況下。要不然會有安全性的問題（比方說我偷開一個 iframe 去下載你 server 中的資料，然後再上傳）。

大家好，做了個武漢肺炎的各國疫情整理(由個人公司的網站延伸)
以跨國資訊為主，疫症數字外，每天會自動更新把Youtube影片按國家和主題分類

因為第一次 3/14 (六) 將是第一次線上大松，為了讓大家方便線上討論，我做了一個結合 meet.jit.si 和 hackmd 的線上討論界面，希望方便這次大松可以讓大家線上實作更順利。
目前功能開發到一個段落，應該可以開始試用了，測試連結在 https://intro.g0v.ronny.tw/meet/show/test 。需要有 slack 帳號才能夠測試，請大家有空的話幫我測試看看喔，

強烈建議不要直接用cloudflare + worker cname過去notion.so，有心人士可以直接用你的domain放惡意content，然後你的domain就廢了

轉聊：健保快易通這次狀況好多包，不曉得能否純開放 API 來讓大家做前端…
有難度因為涉及到實名制身份的驗證，不像1.0只是開放資料，身份驗證端是藥局，這是2.0是直接client端就要處理驗證
這有很多個人資料，有心人士可以把資料顯示在螢幕上之外，再偷偷上傳一份到自己的伺服器
那如果是讓使用者端只輸入手機，然後取得 opt 簡訊認證，接著送到 server，server 與電信業者反查身份認證，然後做預約？這樣對使用者端的辨識就是手機號碼而已，是否可行？
傳送手機號碼仍然有蒐集個資的疑慮，目前大概單向傳遞資訊的部分比較有公私協力空間
例如像 UI 美化之類 XD

時間到的時候，由系統抽出中獎的 IDs，然後只有能 hash 出這個 ID 的 app 能夠進行下一步。
(上面方法還有很多改善空間，比方說如何避免一個人投彩很多次)
每個人把自己的姓名/身分證字號/生日/電話號碼 hash 成一個 ID，這個 ID 可以上傳到某個分散式空間 (區塊鏈?)。
時間到的時候，由系統抽出中獎的 IDs，然後只有能 hash 出這個 ID 的 app 能夠進行下一步。

I am Microsoft's Office of the Chief Technology Officer Political Economist and Social Technologist, where I advise MS senior leaders on geopolitics, macroeconomics and the future of technology. I am also Founder and Chair of the RadicalxChange Foundation, which develops and promotes fundamental innovations in governance and political economy.
I am deeply interested in g0v and have been collaborating closely with Audrey Tang and PDIS on a number of initiatives; Audrey is on the board of the RadicalxChange foundation. I believe that at the present moment, in particular, Taiwan's success in addressing Covid is an opportunity to achieve broader interest in the style of digital democracy you all have developed.
As such I am doing some research for a piece that will run in the New Yorker in the coming week or two. I also plan to use this information to interest MS's leadership in bringing some of the approaches you used to our response, and our broader strategy. 細胞網路的概念….
@hsiangtai.chien 有知道比較成熟的方案嗎？很多都號稱支援，但穩定度好像都有問題
Ericsson 有 Cell-Broadcasting 的方案，但那是 LTE 用的….

想問一下後來的狀況如何呢？就我的理解來說，借帳號爬校方網站不是問題，校方願不願意開放、會不會讓借帳號的學生遭到處分，感覺都是需要先跟校方溝通以免產生衝突。（不過如果有溝通的話，似乎就可以朝逕自開放的方向推動了吧）

It is possible to both track infectious agents and measure the effect on behavior with a Privacy by Design app.

No, we want to track inapparent infection.
There are two things that are needed for virus radar to function. First, the infectious agent must be tracked. In the simplest case, when two phones come within a few meters of each other they exchange information in order to record the risky contact. This pairing info is then transferred to a database that can be used to track the potentially infective contacts. This kind of tracking was demonstrated in the DTU/KU project headed by Sune Lehmann Jørgensen:

“In the scientific realm, the mobility patterns of entire social systems are important for modeling spreading of epidemics on multiple scales: metropolitan networks [7–9] and global air traffic networks [10, 11]; traffic forecasting [12]; understanding fundamental laws governing our lives, such as regularity [13], stability [14], and predictability [15]. ”
The code from this project could be repurposed for virus radar real-time tracking.
The second issue is how to use the risk information. Once a person has been tested positive for Covid-19, that user can be marked as a confirmed case that is to be avoided by at-risk persons. In the simplest case, an open database makes it possible to search for the ID of any person (actually their phone ID) in order to determine if they are infected. A more advance search would indicate if the person had been in contact with a (now) known infected person, etc. This is the strategy apparently used in S. Korea, China, etc. for tracking. However, it isn’t likely that the population of Denmark would fully cooperate, due to the total lack of privacy that a system like this requires. The result would be massive stigmatization. At-risk persons would flee at the approach of anyone not unmarked in the database.
What I suggest in the paper is that all risk data be anonymized via the assignment of a random number to each risky contact. Once a person was tested positive, these numbers from their phone would be broadcast to the entire population. If your phone recognized a broadcast number as matching a risky contact in your phone, this would indicate you had been exposed to the infectious agent. You would then report for testing, assuming a system based upon voluntary cooperation. In order to ensure cooperation, health certificates would be broadcast to all users on a daily basis. If a person did not report for testing, however, they would not get a fresh certificate. At-risk person’s phones would automatically check the digitally signed certificate of an approaching person. An alert would be issued, if any approaching person could not be confirmed as safe. I show how to do this without stigmatization using privacy-preserving negotiation in the appendix of the paper. A multi-stage “failsafe flirting” model is outlined in my workshop abstract:

We study six months of human mobility data, including WiFi and GPS traces recorded with high temporal resolution, and find that time series of WiFi scans contain a strong latent location signal. In fact, due to inherent stability and low entropy of human mobility, it is possible to assign location to WiFi access points based on a very small number of GPS samples and then use these access points as location beacons. Using just one GPS observation per day per person allows us to estimate the location of, and subsequently use, WiFi access points to account for 80% of mobility across a population. These results reveal a great opportunity for using ubiquitous WiFi routers for high-resolution outdoor positioning, but also significant privacy implications of such side-channel location tracking.

吹哨遊戲開跑 即刻為農地止血
農地違章舉報上線
依據台灣環境資訊協會調查報告，台灣每年增加5000多家農地違章工廠，然而106年農委會核定的「保護農地－拆除農地上新增違規工廠行動方案」卻僅拆除16家。新增建工廠的拆除速度，緩不濟急，造成更多違法圖利的廠商搶建，讓合法廠商喪失競爭力，台灣經濟發展扭曲、農地大量流失、危害糧食安全。不過，經濟部2月27日於新修正《工廠管理輔導法》（簡稱工輔法）相關子法說明會，告知《工輔法》將於109年3月20日公告，意味明天之後，政府將全面落實蔡總統承諾，2016年5月20日後新增建工廠即報即拆，為農地止血。
過去三年來保護農地方案僅拆16家，地方政府拆除不彰的理由，多是無足夠預算與人力稽查新增建工廠。因此，地球公民基金會與 「g0v.tw 台灣零時政府」社群參與者，共同開發「農地違章工廠回報系統」，民眾將疑似新增建農地違章工廠資訊、照片回報上傳至系統，經本會篩選、確認並彙整資訊後，再向地方政府發文檢舉。地方政府收到檢舉公文後，應可迅速展開拆除工作，本會認為回報系統上線後，吹哨人可匿名舉報，不用擔心被肉搜、恐嚇，地方政府更不可再有其他推託緩拆的理由。

去過泰國的恰圖恰文創市集，很大，在想台灣是不是有空間或地點可以讓數百攤文創工作者常態進駐，恰圖恰只有週末開放，攤主從各地到曼谷，也可以活絡觀光，提升文創能量。

Hi! I'm Guy Huntington, an old, very experienced identity architect whose past clients include Boeing, Capital One and Gov't Of Alberta's Digital Citizen Identity & Authentication project. So, why am I here?
I'm working with Michael Kleeman, cofounder of many telco's around the world. Together, we've cowritten two proposals rethinking human and AI System/bot legal identities. Our underlying premise it to create a legal self sovereign identity for a person at birth, that they or their parents/legal guardians can control. AS WELL, we also want to create a legal SSI for the person, anonymously proving their a human, not a bot, and above or below age of consent.
We also want to address AI system/bot legal identities. The proposal would do the following: * Create a common AI system/bot nomenclature allowing for enterprises to use this to describe their AI systems/bots as well as share it with other enterprises * Create a means of identifying a bot * Create a global AI system/bot legal Civil Registration Vital Stats (CRVS) service, locally managed. This is required because AI bots can be created at insane speeds in one jurisdiction and, in the next instance, be operating in another.
Finally, we acknowledge the graph that technology futurist Pat Scannell has created (https://hvl.net/pdf/PatScannellHockeyStickShapedCurve.pdf) which shows that today's best legal human and bot identification system can become tomorrow's turd, due to the pace of technology change. Thus, we're proposing the creation of a global, independent legal test verification institute that continully does threat assessements against the governance, admin, business processes, technology infrastructure and user interfaces, publishing threat assessments. We then want all jurisdictions to respond accordingly, i.e. very low risk might take months or longer to address, while a very high risk would be responded to in hours. We're wanting to bring industry best practice to the world if legal identity governance.

Hi everyone! I'm a member of the Berlin Radical Exchange Community that is collaborating with Glen Weyl and Audrey Tang. We hosted Audrey back in November. We are consistently impressed with Taiwan's civic tech response to this pandemic! We are compiling a spreadsheet of active open source g0v projects that are have been popular and useful in this pandemic. 1. Download traces of patients (released by authorities) from server.
2. Ask users to download their location history from Google Timeline
3. Use our webpage to compare the traces of patients and user location history. The computation (comparison) is purely done by users' machine.

Interesting, right now the US and European governments don't have patient traces and there's no way to dowloand them. I wonder if there is a solution we can build where people can upload their traces and self-identify (anonymously) as having experienced covid-symptoms or having tested positive.....

來問問大神，有沒有什麼「匿名投稿的機制」，可以讓社會大眾把全國（自由地區）各地的里長，號招旅遊（出國or離島）的文宣（拍照 or 掃描）收集起來，從這些「資訊」看出「其中的脈絡」（黨派集中性，地點集中性，價格區間集中性）。

我是覺得雷射測距儀比較有可能
一開始我也在想雷射測距儀，但是手機上的裝置對大家來說才最直接 XD
我是覺得訊號只能判斷有沒有接觸可能
寫一個APP, 感覺附近有太強的BLE訊號之後開始鬼叫
不過我覺得如果有人太近的時候咳兩聲，效果超群
感覺附近有太強的BLE訊號 > 藍芽音響表示無辜
那乾脆手機鬧鈴設成咳嗽聲，然後定時發出？
其實我覺得還是之前看的影片最實際，直接買個半徑1.5公尺的穿戴呼拉圈。
鬧鈴的話會讓人失去警覺
藍芽的訊號其實很不準確，光拿在手上跟放口袋就有差了
