ok stubbed out a quick doc -- hopefully that's ok and I didn't make any bad assumptions..!

would it make sense to sync up to understand what the start goals are? Like what websites would we make available via tor, and for whose benefit, and in what ways do we hope they could benefit -- stuff like that? 🙂
