【記者鮮明／台中報導】台灣最大連鎖電影院威秀影城爆發個資外洩事件，台中1名邱先生2月底以信用卡上網購票，昨天（29日）卻接獲自稱威秀影城會計來電，表示系統重覆扣款20筆，要求提供帳號等資訊，邱先生覺得有異未理會，事後打電話向威秀詢問，對方竟告知公司50萬筆個資外洩，已在官網公告。不過，邱先生發現，威秀未主動通知會員，只是在官網公告輕描淡寫，詐騙集團卻對他的信用卡號、有效年月、身分證字號倒背如流，嚇得他立即要求銀行換卡，並提醒其他會員注意。

想努力至少跟德國一樣只揭露姓名跟國籍，最理想是像 kkk.com 一樣只顯示 Whois Agent

突然想到如果有人因為「詐騙集團以完整戶政資料取信於人」而受騙損失財物，有沒有機會到普通法院打國賠官司 XD
至少普通法院比敗訴法院（aka 行政法院）的勝訴機會高...一點？

依之前雄獅的案例好像有點難，因為雖然有時序關係，就是先資料外洩再有詐騙用相關資料騙人，但是光時序關係法官也不一定會認為就是有因果
雄獅那次是資料外洩後過幾天會員接到詐騙集團說他雄獅訂單有問題而騙到錢
不過理論上只有戶政機關有戶籍資料，相對於非公務機關都能拿到的個資（電話、email）來說，比起雄獅案應該更容易證明詐騙與個資外洩間的因果關係（要樂觀一點XD）
實務上我去某個公司開會時，一樓警衛要我押身份證時，我的戶籍資料就已經在警衛手上了 XD
最後只能舉證詐騙集團拿 ID 印製資料以外的戶籍資料詐騙惹 QQ
我覺得要建立因果關係會很困難，因為洩露資訊的管道太多了，無法特定
