然後這個 "目前健保署並未提供 `iccert.nhi.gov.tw` 的有效憑證" 有沒有建議的徹底解決辦法 ?

有很多解決方法，我現在的作法跟官方版本一樣，自簽憑證然後手動加入信任清單，也提供使用者在自己電腦上產生 CA 及憑證的選項

會有這件事情是因為開發商想省工，不想面對各平台各瀏覽器的新exstension規範，才用這釜底抽薪法。如果你們依照個瀏覽器規範寫出來一版，他們應該會很迅速的抄進去。
